MENLO PARK, Calif. — In a direct challenge to proprietary tech giants and aggressive foreign rivals, Meta Platforms has unveiled its next phase of artificial intelligence: fully open-weight models capable of running on everything from enterprise hardware to personal laptops.
CEO Mark Zuckerberg revealed via Instagram that Meta is publicly releasing the model weights for Muse Spark 1.2, alongside Muse Glimmer—a lightweight model family built specifically to process AI locally on consumer PCs and smartphones.
The strategy highlights Meta’s attempt to justify its massive, highly scrutinized AI capital expenditures, which are projected to reach up to $145 billion this year. Shares ticked up 2.1% in premarket trading following the news, easing pressure on a stock that has slid roughly 10% year-to-date.

Zuckerberg positioned Meta as the primary Western counterweight to this trend, while calling on Washington to ease regulatory hurdles around training data and model distillation.
“If Western tech giants only build walled gardens, developers and enterprise builders will naturally pivot to Chinese open-weight models,” noted Neil Shah, co-founder at Counterpoint Research. “Meta can fill this void well.”
Zuckerberg also took aim at rival CEOs who frame AI through the lens of existential risk, arguing that concentrating superintelligence within a few hyper-regulated corporations poses a greater danger than distributing it widely. His vision centers on personalized, accessible AI agents designed to empower individuals rather than replace them.
