United States: The Trump administration has initiated the formal dissolution of the United States Agency for International Development (USAID), notifying its remaining personnel that their employment will be terminated while the agency’s functions will be subsumed into the State Department.
This strategic realignment will lead to the complete integration of USAID’s operational framework into the State Department by July 1. According to a formal Reduction in Force (RIF) notification disseminated to employees, this consolidation will “nullify the necessity” of USAID as a stand-alone entity.
As outlined in the directive, by September 2, 2025, the vast majority of USAID’s operational machinery will either be absorbed into the State Department’s purview or methodically dismantled, according to The Hill.
“As Secretary Rubio has articulated, following thorough congressional discussions, the State Department is poised to take command of numerous USAID initiatives and its ongoing projects,” conveyed Jeremy Lewin, a former Department of Government Efficiency (DOGE) official who recently transitioned into USAID, in an internal communication to staff.
“This integration will render the continuation of USAID as an autonomous institution superfluous. Consequently, the Department is prepared to retire USAID’s independent operational status in accordance with applicable legal frameworks.”
Dissolving an agency legislatively established by Congress through unilateral executive action is anticipated to provoke immediate judicial scrutiny and potential legal disputes, as per The Hill.
Employees within USAID will face termination on either July 1 or September 2, with the latter cohort assigned the responsibility of overseeing the agency’s systematic decommissioning.
“The final contingent of USAID personnel will oversee the meticulous divestiture of agency assets and the structured cessation of its independent functions,” Lewin stated.
